What happened
On 4 November, the US Treasury announced sanctions against a network led by India-based Suniel Kumar Sharma and Jaspreet Preeti Shahid. Treasury alleged that the network supplied false vessel flags and certifications used in Iranian petroleum transport. OFAC also published an alert about false flags used to evade Iran sanctions. Its dated action notice lists new sanctions entries, including Aryavart Ship Management Private Limited and Eswatini Maritime Affairs and International Ship Registry PTE. Ltd. Reuters reported the action that day. The fraud allegations are attributed to Treasury; this brief does not independently confirm them.
Caracal analysis / Possible effects
Global logistics
Ship operators, cargo owners, and agents with relevant voyages may need to check vessel documents and service providers again. If a booking involves a named party or disputed registry, further review could delay a fixture, cargo handover, or port service. Confirm actual vessel and voyage details before assigning an effect to a shipment.
Trade and supply chains
Affected payments, contracts, or cargo movements may need review by the responsible compliance team. A review could change delivery timing or the choice of a service provider. The action does not by itself show a loss of cargo, a reduction in trade volume, or a change in freight prices. Check each transaction under the applicable rules before making an operating decision.
Industries to watch
Energy traders, shipowners, charterers, marine insurers, and trade-finance teams may need to review relationships with the named parties. Other cargo sectors may also need to check their exposure if they use an affected vessel or service. A company name or trading region alone does not establish a sanctions match or a breach.

What to check next
- Match the vessel IMO number, owner, manager, registry, and service providers against current official records. Confirm claimed flag authority directly with the relevant government and verify certificates with their issuing bodies.
- Route possible matches, ownership questions, payment issues, and licence questions to the compliance owner. Confirm shipment and contract exposure before changing a booking or releasing funds.
